Sometimes there's a "logic" to the flare---It makes sense, as when it's clearly "caused" by a particular source----the sun or a street lamp, which is an element of the photo--or even out of the frame but obviously active in the lighting. Flare in these cases feels like vision because it can make me squint----feels like the camera lens just replicates what my eye lens does

Flare in the posted photo is a little bit interesting---it adds something to mood and compositionally. But it doesn't seem like an organic element. I can't understand it's source or it's reason, and it therefore calls my attention to it as artifice.
