I don't think so; looks like you've got a few issues with development. That glitch in the sky, the rings that look like flare (could be a hair or a crease in the film) and dust specks. How does the negative itself look?
I think that the sky glitch is real; it was overcast with an occasional sunny breakthrough. There are the two faint dark arcs on the negative, but they do not look like dust or hair. And if there was something stuck there during development, the marks would presumably be light, not dark.

It might be from separation in the lens. I have a large format lens with a group separating and it does just that.

Those two half moons look like creases to me, even minute ones can give this effect. They are about the right size too, because they look like nail impressions. Guess how I know.

Ah, if it's only on one frame that does kind of rule out separation.
Hopefully they're just some small creases.

When you are loading film onto reels and it kinks, it makes a mark just like those. Here's some of my "argenites":
