OM-4Ti Exposure Compensation (Repair) Question

I finished reading the manual and noted a discrepancy between my display and what the manual suggests. The +/- symbol is always on even when the Exposure Compensation (EC) dial is centered, though the manual suggests that it should only appear when EC has been adjusted.

I see this in both manual and auto modes. I can get it to disappear when I set ISO to 6, center EC, set ISO to 100, and move EC back to center. However, if I adjust EC at all the +/- symbol appears even after zeroing it out- back to square one.

Additionally, most of the time I am not seeing exposure changes in the viewfinder readout. Every once in a while- and only in Auto- I will see the dashed line move left or right as I move the dial.

Should I be seeing this change in Manual mode also? Is there a fix for the EC dial?
 
Several things: asa/comp brush could be broken, asa +- blinking adjustment pot could be out of adjustment. Also have to figure in if camera was purchased at a yard sale, tampered, water damaged, bad circuit. As noted in email, this would have to be inspected to see what the problem is (it is not a home repair). John

Thank you for the reply, John. The camera is otherwise in great condition and the meter seems to be accurate, it just doesn't compensate.
