hi, i am new at this and would appreciate some advice on which scanner to get so that i can post some pics here, what is the major difference between a negative scanner and a photograph scanner, most of my pics at R4 size. thanks

Uih, sounds like a long evening, but since I'm on my way to a concert shoot I have to make it short.
A dedicated negative scanner gives you better results than a flatbed from negs. This is a generalisation in the sense that there are good flatbeds and bad slide scanners
As a rule of thumb a 250Euro slide scanner will produce significantly better results than a 250Euro flatbed.
This changes with the negative size, the better Canon and Epson flatbeds are usualy pretty good with medium and large format negs and much cheaper than slide scanners in this size.
If you want to scan prints, a (not so) cheap flatbed with good color and sharpness is a good choice and you can add a used slide scanner later.
I have an old Agfa Snapscan 1236 with 1200dpi in 36bit (12 bit per color chanel) which is still good enough to duplicate prints and scanning MF negs for web or small prints.
For my slides and 135 negatives I use an old Canon FS2710.
Everything I can't do with this equipment goes to professional labs
