Good point 68° you could claim they came straight from camera, you don't even own Photoshop and suggest to him he owns PS on a Mac and therefore the file is associated with that program on his camera.
So therefore it is an extensions issue, and one that he need to fix by using the 'open with' when right clicking the file.
He could have TIFF set for preview app and jpg for PS and then would have everyone who has a jpg extension opening in the 'wrong' program?
Of course he could open the file in a Hex editor and see what version of software made it in the header which would show you use PS or conversely you could 'convert' it in Mac Preview which would be hard to prove either way.
In the end its his competition if you want to enter just send him a Raw file, he doesn't believe in 'post processing' you say you 'strongly believe' in it.
You may have to accept the difference of opinion...

The ignorance of raw vs jpg is startlingly annoying. Just because some people choose to enhance/edit their photos with an in camera software (ie jpg) instead of a computer software (like one would with RAW), doesn't show anything about skill or 'honesty', but perhaps the opposite

Not sure about that, I guess selection of modes prior to exposure is akin to selecting different emulsion types to some people. Working in a converter software certainly gives more control and scope for editing after shooting.
I guess it's pre "process' vs post process but I can't get exited about the angels on a pin arguments involved.
The outcome was good in this case.

once again the contest owner should decide what the definition of 'processing' shall be for the contest.
