I'm thinking it is used on a tripod, but how and for what?

The device appears to be spring-loaded.

More likely to be a quick-release plate for some sort of camera attachment. Something slides into the grooved section and the protruding arm is then pushed in with the brass roller engaging with something. There must be a release button that would disengage contact with the brass roller and the protruding arm then would spring out allowing the plate to be removed. Not seen anything with such an angle to it though - normally such things are parallel. I expect that someone will identify exactly…

Some type of proprietary attachment point for an accessory made by the nameless 2nd tier tripod manufacturer (ie: velbon, vivitar, etc.)

Check out the Black Widow Spider Holster.
I noticed that the "connector" for that system looks just like the ball thingy on your QR plate in the OP.


Could this be the "connection"?
