What? I'm not sure I understand. Do you want to get the look of an x-ray like the images seen on the screen at the airport when they scan your luggage or do you want to get the look of x-ray damage on film??
Go to the local airport and ask them if they will scan a box of film for you. You need to do it on the checked luggage machines. Orient the film cans differently so you get different patterns. Tell them it's for an art project. They might help out.
Maybe a dental machine might work too. Don't know what kind of pattern that would give.
Seriously. Trying to do it for real is a fool's errand. A checked luggage (full bag) scanner (and I suspect also a dental or medical x-ray machine) will most likely result in a uniform fog which doesn't seem very exciting. A hand luggage scanner will probably not have a big effect unless you use a very high ISO film and have them scanning it over and over again. I doubt that the security personnel at the airport will be very forthcoming with such projects.
You might also get the look you want by "pushing" the exposure when scanning an underexposed neg.
Ummmm. Can I ask WHY you would want to do this?
Most people are asking how NOT to do it!
If it's for an "Art" project maybe using a pinhole camera on very abstract objects and short exposures might give you something to work on. You can get pinhole body caps to suit many cameras.
