im looking to buy a canon 7 and a 50mm f/0.95 with the intention of using the 50mm on a APS canon DSLR at times.
there are adapters on ebay, but will they work? i have been reading that some lenses and some adapters wont let you focus past a certain point but then plenty of posts say they do, can anyone shed some light on this?

No, the back-focus of the Canon RF will be way off on the Canon DSLR. It can only focus to 1ft or so, useful only for a macro lens.
Your best bet for that lens would be a Leica M8 or a micro-4/3rds camera. You would have to have the Canon lens modified for the Leica, some shops still do this. Expensive. On the micro 4/3 camera, you can get the C-Mount adapter for the 50/F0.95 TV lens and then use it with a C-Mount-to-4/3rds adapter. The C-Mount adapter made for the 50/0.95 works with both the TV lens and RF coupled lens.

so if i get the canon 50mm f/0.95 and a M39 to 4/3rds adapter it would work fine on a GF1?

For the Canon 50/0.95: you need the original adapter supplied by Canon which adapted the 50/0.95 to C-Mount. For the GF-1, you need the C-Mount to 4/3rds mount adapter.
The 39mm adapter will work with the Canon 50/1.2, but NOT the 50/0.95.

Correct, because the Canon 50mm f/0.95 is NOT a LTM lens and does not fit cameras with only the LTM mount. It only fits cameras with Canon's special breach mount flange.
The Canon 7 series were unique in that they had a flange with the breach mount on the outside edge of the flange and the thread mount on the inside. The breach mount was used only for the 50mm f/0.95 and a reflex housing made specifically for the 7 series.
